VACANCY ANNOUNCEMENT

 

The Government of Mongolia (GOM) with support from The European Bank for Reconstruction and Development (EBRD) is implementing the " UB-Darkhan road project " (Project). The project Executing Agency (EA) is Ministry of Road and Transport Development (MRTD). Under the project, EA is seeking to recruit a qualified The Project Financial Management Specialist for the Project Implementing Unit (PIU) who will be engaged on a full-time basis.

 

Objective of the assignment

The Project Financial Management Specialist will be responsible for the project billing process, including responding to MRTD, MOF, EBRD inquiries, in accordance with the financial covenants of the Loan Agreement and applied accounting standards and billing policy. She/he will be responsible for planning and managing disbursement activities including monitoring of the project fund utilization and timely disbursement of funds, preparation of withdrawal applications and related financial documents for EBRD’s review, processing of payments to consultants and contractors, financial records keeping, and preparation of regular financial reports, arranging documents for annual audits. The main tasks include:

  • preparation of quarterly and annual budgets;
  • preparation of quarterly and annual financial reports;
  • tracking disbursement progress of the PIU;
  • completing cash management and disbursements;
  • maintaining a fixed asset system;
  • calculating and paying personal income tax for contracted PIU staff; and
  • preparing financial and disbursement documents or other financial reports.

Detailed tasks include, inter alia:

  1. Establishing an efficient and effective financial management system for the project implementation in accordance with EBRD policy and procedural requirements and implementing such financial management system and develop the project financial management manual;
  2. Together with the PIS Consultant, preparing and updating annual Programme implementation plans, and preparing financial projections in a timely manner;
  • Ensuring required data collection and preparation of applications for the appropriate accounts replenishment and execution of direct payments from the loan funds with the provision of all required information (contracts, accounts of the Consultant, etc.);
  1. Preparing financial information to be included into annual and quarterly reports and ensuring timely submission of financial statements to the EBRD, the tax, finance and statistical authorities of Mongolia;
  2. Ensuring annual financial audit of the Project implementation in accordance with the EBRD and Mongolian standards;
  3. Preparing the Final Report at the end of the Project's implementation.
  • Opening relevant special accounts for the Project’s implementation and operates them in accordance with the procedures for account management and relevant reporting applicable in Mongolia and EBRD;
  • Preparing monthly, quarterly and annual financial reporting, analyses financial activities on construction and contracting companies under the Project;
  1. Tracking disbursement progress of the PIU;
  2. Assisting in establishing appropriate project accounting procedures for the PIU, verifying whether an internal control system is employed, checking current internal audits, external or government audits, and recommending any changes as appropriate;
  3. Providing MRTD and the EBRD with financial statements for review on a regular and timely basis;
  • Ensure provision of the EBRD, the financial and tax authorities of Mongolia with reliable information on financial transactions for timely balance reconciliation of the project special accounts and their replenishment;
  • Providing control over targeted spending of the Consultants' funds under the Project;
  • Assessing availability of counterpart funding, operation and maintenance budgets, and subsidies as appropriated; and preparing project financial information, including cost estimates and financing plan;
  1. Identifying areas for improvement and training needed with respect to the quality of financial statements, disclosure, and notes to the financial statements, and develop templates for the annual financial statements; and
  • Conducting real-time monitoring and adjustment on status of various components and loan categories, and changes in demands for EBRD loan proceeds and domestic counterpart fund under each of the contracts.

QUALIFICATION REQUIREMENTS

Education: Holds a bachelor’s or master’s degree in Banking, Economics or Finance

Experience: Overall work experience of at least 8 years and at least 5 years in a similar position in a public institution, private enterprise or institutions implementing investment projects financed by IFIs is favourable including the experience in preparing financial plans and budget forecasts;

Familiarity with the EBRD's Disbursement Handbook, hands-on knowledge of Mongolian accounting standards with IFRS knowledge & experience being an advantage;

Competences: excellent knowledge of the national standards of accounting for utility enterprises, knowledge of international standards of financial accounting is favourable;

Computer skills: Confident user of Microsoft Excel, knowledge of Windows, Microsoft Outlook and Office (Word, PowerPoint), Acrobat;

Organisational and management skills, ability to organise and train office personnel;

Ability to use information materials, statutes and regulations necessary to discharge his/her job duties;

Technical and practical competence in financial management;

Language proficiency: Have excellent knowledge of spoken and written in Mongolian and English languages.
