INFORMATION TECHNOLOGY ENGINEER

The Government of Mongolia has received a Loan from International Bank for Reconstruction and Development for Mongolia Transport Connectivity and Logistics Improvement Project (MTCLIP). The Project aims to remove critical bottlenecks in the selected road networks and improve maintenance, deliver infrastructure and logistic services effectively to unlock the potential of the meat supply chain across the major freight routes and address information asymmetry and administrative barriers by delivering timely information to the right parties. The project components are: (i) infrastructure investments; (ii) transport and logistics services; (iii) Technical assistance and capacity building; and (iv) contingent emergency response.

This project is seeking a professional for the position of Information Technology (IT) Engineer. The selected candidate will report directly to the Project Coordinator.

The objective of the assignment: The IT engineer will be responsible for the overall management and coordination of the IT projects that will be undertaken under this MTCLIP, which will include the development of digital supply chain for the meat and logistics industry in Mongolia. This project will also include the conduct of feasibility studies, pilots of innovative services, as well as developing applicable policies and standards.  

Contract: Full-time for one year with possible extension based on performance starting from April 2024.

Duties and responsibilities:  The IT engineer will have the following main roles and responsibilities (but are not limited to):

• Overall manage and work with key stakeholders and industry vendors to implement digital supply chain systems, and coordinate to conduct feasibility studies, understand policy and regulatory environment, define user requirements, and pilot projects, and to ensure the project is implemented within budget and in accordance to project schedule and best practices/ requirements.
• Understand the logistics value chain business processes and work closely with stakeholders and industry users to review business processes for integration and identify opportunities for pilots and collaboration, and to streamline operations and design end-to-end digital solutions.
• Manage and oversee IT tender procurements, including preparation of tender specifications, industry call for proposals, and change requests.
• Provide technical advisory and guidances on IT-related matters.
• Monitor and track the performance of the IT system progress, and work with relevant stakeholders and vendors for preparation of project reports, including preparation of progress reports, Monitoring & Evaluation (M&E) report, project closing report of MTCLIP;
• Provide technical support to PMO on issues such as system requirements and safety, IT and data security.
• Undertake such other tasks as may be reasonably requested and/ or assigned by the Project Coordinator and MRTD.

Essential requirements:

• Bachelor or higher degree in Computer Science, Information technology, Engineering, or other similar discipline;
• At least 5 years of working experience in relevant fields such as application development and managing IT projects. Good understanding of the logistics and supply chain network will be preferred.
• Good understanding of software development lifecycle, IT system design standards and procedures;
• At least with 1 reference letters to prove these required experience and successful completion of similar scope and nature assignments from previous employer;
• Ability to conduct field work and travel locally;
• Good interpersonal, communication and participatory skills with the ability to function effectively and collaboratively in a team environment and conflict resolution skills;
• Excellent computer literacy, and project planning / scheduling software such as MS Project;
• Fluency in English and Mongolian languages (both oral and written).
