- BACKGROUND
The Government of Mongolia (GOM) with support from the Asian Development Bank (ADB) is implementing “Regional road development and maintenance project (Phase III)”. The project Executing Agency (EA) is the Ministry of Road and Transport Development (MRTD). Under the project, the EA is seeking to recruit a qualified Social development specialist for the Project Implementing Unit (PIU) who will be engaged on a full-time basis.
- OBJECTIVIES OF THE ASSIGNMENT
- The Social development specialist will provide overall project implementation support on social development and gender, including:
- assisting in grievance resolution and regular monitoring of any temporary and/or actual social impacts during construction if any;
- lead planning and implementation of Social Development and Gender Action Plan (SDGAP_ in coordination with PIU and in consultation with the local communities and relevant stakeholders including:
- Project related employment opportunities to local people;
- Consultation and participation, including design phase community consultations in target soums and other consultation activities listed under the SDGAP;
- With input and support from other key team members, plan and undertake a training needs assessment to identify pro-poor and gender-specific skills needs and priorities of 3 target soums
- Livelihood support activities including planning and managing livelihoods skills training delivered for at least 230 people in 3 target soums;
- Assist in planning and managing the HIV/AIDS/sexually transmitted infections prevention campaign, sexual harassment prevention training courses, and training on gender equity in labor relations;
- Monitor that the contractors are providing training to workers on health and safety awareness including HIV/AIDS/sexually transmitted infections prevention, sexual harassment prevention, and gender equity;
- closely work with PIU on for timely implementation of SDGAP activities and meeting its target;
- develop modalities for SDGAP implementation including developing strategy for liaison and coordination between various line agencies, identification and availability of budgetary sources, and coordinating with various agencies and the EA;
- regularly coordinate with all the parties for successful SDGAP implementation;
- provide inputs and ensure elderly-women-children-disabled (EWCD) friendly features are included in the project design and are adequately implemented;
- monitor activities and targets and track the progress of the project specific SDGAP;
- preparing relevant sections for the project progress report to be submitted to ADB including semiannual report for SDGAP implementation;
- assist in developing a road safety awareness program for the local communities, coordinate and direct the Supervision and Contractor to develop road safety signage (preferably symbolic signage):
- Conduct public survey with communities and assess effectiveness of GRM and ensure any additional concern is heard and appropriately dealt with; and
- Identify and coordinate with civil society organizations (CSOs) to seek their participation in implementing measures outlined in the SDGAP.
- Update the resettlement DDR based on detailed design and submit it to ADB prior to award of civil works contract.
- Conduct regular site visits to monitor compliance with ADB safeguard policies, and propose corrective action(s) if any;
- Record non-compliance and implementation of corrective actions and send special reports to ADB and EA
- During the regular site visits, conduct public survey to communities and inform GRM and ensure any additional concern to be heard and be appropriately dealt with;
- Provide contribution to quarterly progress report and submit to the EA and ADB, incorporating all the comments from the EA, and ADB.
- If any change in the project scope, and engineering design change occurred during the project implementation, assess the need for social safeguards documents revision; consult with the EA, and ADB for revision and/or addition; and prepare and submit revised documents accordingly;
Qualifications. The candidate shall have a master’s degree in social sciences/ anthropology/sociology with 10 years of experience of working in the resettlement and other social development sector; experience in implementing gender-related activities in projects and good understanding of country-specific gender equality issues. Further, the candidate is fluent in English and experienced in preparing safeguard requirements and social-related and HIV/AIDS documents as mentioned in the TOR in English to a high standard to meet EA and ADB’s requirement.
