The Government of Mongolia (GOM) with support from the Asian Development Bank (ADB) is implementing “Regional Road Development and Maintenance Project” (RRDM Project). The project Executing Agency (EA) is the Ministry of Road and Transport Development (MRTD). Under the project, the EA is seeking to recruit a qualified Monitoring and Evaluation Specialist for the Project Implementing Unit (PIU) who will be engaged on a full-time basis.
Objective of the assignment
The Monitoring and Evaluation (M&E) Specialist responsible for overseeing the systematic collection of data, ensuring the project’s efficient monitoring, evaluation, and reporting in adherence to the Loan Agreement(LA) covenants, the project Design and Monitoring Framework (DMF).and set action plans and schedule.
Main responsibilities:
This role involves meticulously tracking key performance indicators, analyzing project data, and providing regular reports that enable stakeholders to assess the project’s alignment with established goals and targets. The M&E specialist plays a pivotal role in maintaining the integrity of project data, facilitating informed decision-making, and supporting the overall success of the project through its implementation period.
- The M&E specialist collaborates with project stakeholders to develop a comprehensive monitoring and evaluation framework. This involves establishing a robust system for project monitoring and evaluation, clearly outlining monthly, quarterly, and annual performance targets, identifying data sources, defining reporting mechanisms, and detailing monitoring and evaluation plans and activities.
- Define data collection methodologies, coordinate data collection, verification, and validation process, and ensure the quality and accuracy of project data collection and reporting.
- Communicate the findings with relevant stakeholders.
- Within the set monitoring and evaluation framework, the staff will monitor and evaluate the project implementation, management, and financing in accordance with LA and Regulation on Utilization of Foreign Loans, and Implementation, Coordination, Financing and Monitoring of foreign loan financed projects, issued by the Ministry of Finance (MOF) in 2021.
- Oversee the implementation of monitoring and evaluation plans and activities in alignment with LA and project DMF.
- Maintain the effective Project Performance Management System (PPMS) in accordance with the project Gender Action Plan, Environmental Management Plan, Social Development Action Plan, and training program.
- Assess the quality and impact of the project activities, outputs, and outcome.
- Prepare weekly, monthly, quarterly and annual project progress reports on a timely basis and submit these to the corresponding stakeholders.
- Support EA/PIU to comply with the Loan Agreement and MOF’s Regulation on Utilization of Proceeds of Foreign Loans/Grants of the Government in implementation of this project.
- Support PIU by identifying bottlenecks and problems that negatively affect smooth implementation of the project and propose remedial and mitigation measures to address these challenges.
- Actively participate and provide inputs to the final project completion survey.
- Actively engage and contribute to the project completion report which include assessment of the project objective, design, implementation, operational experience, and the project outcome against the agreed objectives.
- Conduct training sessions for EA/PIU staff on monitoring and evaluation processes and tools.
- Build the capacity of project staff in data collection and reporting.
- Perform other tasks relevant to the assignment.
Qualifications and experience:
Candidates must have a degree in a road and transportion field and at least 6 years of experience in project monitoring and evaluation, project management and solid understanding of project monitoring and evaluation principles, tools and procedures adhered by the Government and ADB; excellent communication and interpersonal skills, proficiency in English written and oral. Relevant experience in transport sector would be an advantage.
