The Government of Mongolia (GOM) with support from The European Bank for Reconstruction and Development (EBRD) is implementing the " UB-Darkhan road project " (Project). The project’s Executing Agency (EA) is Ministry of Road and Transport Development (MRTD). Under the project, EA is seeking to recruit a qualified project specialist/office manager for the Project Implementing Unit (PIU) who will be engaged on a full-time basis.

Objective of the assignment:

The overall objective of engaging a project specialist/ office manager is to facilitate the timely and effective implementation of the project by fulfilling certain Client functions. The project specialist/ office manager is contracted to work as part of the Project Implementation Unit (PIU) with responsibility of day-to-day office secretarial tasks, organization of meetings, document management, translation, and interpretation. The project specialist/ office manager will also manage the flow of information between the PIU, the Borrower, and other local Project Stakeholders, the EBRD, the Project’s Contractor/s and Consultant/s. The project specialist/ office manager will be required to familiarize themselves with the Financing Documents related to the Projects and other EBRD key documents including those which govern lending policies and practices including, but not limited to:

  • EBRD Disbursement Handbook for Public Sector Clients
  • EBRD Environmental and Social Policy (2019)
  • EBRD Procurement Policies & Rules
  • Other related EBRD Policies, Strategies or Procedures as relevant to the Project
  • Projects contracts already signed with the contractors and consultants.

QUALIFICATION REQUIREMENTS:

Education: Holds a bachelor’s or master’s degree in a relevant field

Experience: at least 5 years of professional experience of performing written translations of policy and program related documents and interpretations during business meetings and workshops, preferably in the areas of engineering, environmental management, and social development. Prior experience of secretarial duties and office management is required.

Computer skills: Confident user, knowledge of Windows, Microsoft Outlook and Office (Word, Excel, PowerPoint), Acrobat, Internet and E-mail.

Language proficiency: Have excellent knowledge of spoken and written Mongolian and English languages.

Selection process: 

The application documents under the name of project specialist/office manager shall be submitted in person or by email to the below address. The submitted documents will not be returned to the applicants. Incomplete applications would not be considered. Only short-listed candidates after review of application documents will be contacted for further selection (e.g.interview). If selected for interview English language skill will be examined during the interview.
