The Government of Mongolia (GOM) with support from The European Bank for Reconstruction and Development (EBRD) is implementing the " UB-Darkhan road project " (Project). The project’s Executing Agency (EA) is Ministry of Road and Transport Development (MRTD). Under the project, EA is seeking to recruit a qualified SOCIAL SAFEGUARD EXPERT for the Project Implementing Unit (PIU) who will be engaged on a full-time basis.
Objective of the assignment:
The overall objective of engaging a Social Safeguards Expert is to facilitate the timely and effective implementation of the Projects by fulfilling certain Client functions. The Social Safeguards Expert is contracted to work as part of the Project Implementation Unit (PIU) with responsibility for ensuring and reporting on the implementation of measures required under the National Environmental Impact Assessment (DEIA), international Environmental and Social Impacts Assessment (ESIA), Stakeholder Engagement Plan (SEP), Environmental and Social Management and Monitoring Plan (ESMMP), the Environmental and Social Action Plan (ESAP), Land Acquisition and Livelihood Restoration Framework and relevant action plans (LARF/LRP/RAP) in line with EBRD Environmental and Social Policy (ESP) and Performance Requirements (2019).
The Social Safeguards Expert will be required to familiarise themselves with the Environmental and Social documents and requirements related to the Projects and other EBRD key documents including those which govern E&S lending policies and practices including, but not limited to:
QUALIFICATION REQUIREMENTS:
Education: Holds a bachelor’s or master’s degree in social studies or another relevant field
Experience: at least 5 years of relevant professional experience in the area of social safeguards and stakeholder engagement, and compliance with relevant Mongolian social and labour laws and regulations, and good international practice.
Experience in any of the following areas is considered an advantage:
Competencies: Excellent knowledge of national and international social safeguards practices; ability to work both independently and within a team; high standard of professional and work ethics.
Computer skills: Confident user, knowledge of Windows, Microsoft Outlook and Office (Word, Excel, PowerPoint), Acrobat, Internet and E-mail.
Language proficiency: Have excellent knowledge of spoken and written Mongolian and English languages. Ability to communicate in Chinese is considered an advantage.
