  1. The Government of Mongolia has received financing from the World Bank toward the cost of the Mongolia Transport Connectivity and Logistics Improvement Project (P174806) and intends to apply part of the proceeds toward payments under the contract for Project roads Package 3: Undurkhaan-Choibalsan 50 km road rehabilitation works under the contract conditions of FIDIC Conditions of Contract Construction for Building and Engineering Works Designed by the Employer (Second Edition 2017). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The Ministry of Road and Transport (MRT) now invites sealed Bids from eligible Bidders for Project road’s Package 3: Undurkhaan-Choibalsan 50 km road rehabilitation works.

Time for Completion: 24 months and Defect notification period: 36 months

 

  1. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing”, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Interested eligible Bidders may obtain further information from MRT and inspect the Bidding document during office hours 09:00am to 05:00pm local time at the address given below.
  3. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Three Hundred Thousand Mongolian Tugriks (MNT300,000.00). The method of payment will be in bank transfer to the following account:

  1. Bids must be delivered to the address below on or before 13:00 Hours Ulaanbaatar time (GMT+8) on 24 January 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 14:00 Hours Ulaanbaatar time (GMT+8) on 24 January 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid openi
  2. All Bids must be accompanied by a Bid Security as described in the Bidding Documents.
  3. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
  4. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
