VACANCY ANNOUNCEMENT
The Government of Mongolia (GOM) with support from The European Bank for Reconstruction and Development (EBRD) is implementing the " UB-Darkhan road project " (Project). The project’s Executing Agency (EA) is Ministry of Road and Transport Development (MRTD). Under the project, EA is seeking to recruit a qualified financial management specialist for the Project Implementing Unit (PIU) who will be engaged on a full-time basis.
Objective of the assignment:
The overall objective of the engaging a financial management specialist for the PIU is to facilitate the timely and effective implementation of the Projects by fulfilling certain Client’s functions. The Specialist is contracted to work as part of the Project Implementation Unit (PIU) covering the PIU’s duties related to the specialist’s function and will be required to familiarize themselves the Financing Documents[1] related to the Projects and other EBRD key documents including those which govern lending policies and practices including, but not limited to:
QUALIFICATION REQUIREMENTS:
Education: Holds a bachelor’s or master’s degree in Banking, Economics or Finance
Experience: Overall work experience of at least 8 years and at least 5 years in a similar position in a public institution, private enterprise or institutions implementing investment projects financed by IFIs is favorable including the experience in preparing financial plans and budget forecasts;
Familiarity with the EBRD's Disbursement Handbook, hands-on knowledge of Mongolian accounting standards with IFRS knowledge & experience being an advantage;
Competences: excellent knowledge of the national standards of accounting for utility enterprises, knowledge of international standards of financial accounting is favorable;
Computer skills: Confident user of Microsoft Excel, knowledge of Windows, Microsoft Outlook and Office (Word, PowerPoint), Acrobat;
Organizational and management skills, ability to organize and train office personnel;
Ability to use information materials, statutes and regulations necessary to discharge his/her job duties;
Technical and practical competence in financial management;
Language proficiency: Have excellent knowledge of spoken and written in Mongolian and English languages.

Selection process:

[1] Financing Documents – these include the full package of documents signed between the Bank, its Client and any other party (such as the Guarantor, Beneficiary or Donor Government) which govern the use of funds as provided by the EBRD and or/its Donor. They may include the Loan Agreement, Project Support Agreement, Grant Agreement, Client Contribution Agreement etc.
