5.  Project Background

The Ministry of Road and Transport Development (MRTD) is implementing  Regional Road Development and Maintenance Project since 2019 funded by the Asian Development Bank.  

The project is aligned with the following impact: inclusive economic growth promoted by enhanced local, regional and international connectivity in Mongolia. The project outcome will be efficiency and safety of road transport within the project area and between countries. is the Executing Agency. The project includes four outputs: (i) road asset management capacity improved; (ii) road condition improved; (iii) road safety improved; and (iv) due diligence reports prepared. The project will improve 377.2 kilometers (km) of existing national highway sections comprising Ulaanbaatar–Darkhan (204.1 km), Khuiten Valley–Arvaikheer (56.6 km) and Darkhan–Altanbulag (116.5 km).

Key duties of this position:

The Driver’s main responsibility is to safely transport the PIU staff to designated locations on time; must adhere to traffic laws and safety regulations to avoid accidents or incidents; maintain the project vehicle in a good condition; use navigation applications to avoid traffic congestion;

Ensure all equipment, tools and accessories are ready for use and in good condition. Also, ensure that the vehicle is kept clean and comfortable at all times.

Must follow laws and regulations and ADB’s driving procedures on safety and security, code of conduct, and labor disciplines.

Comply with relevant regulations

Transport the PIU staff in a safe and comfortable environment to the designated locations.

Park the PIU vehicle in a safe area or the garage rented by the PIU.

Follow internal rules and regulations and place the car in a designated garage

Collect and deliver PIU mails, documents and office supplies on time.

Ensure vehicle repair and maintenance are carried out on time

Ensure vehicle inspection and carry out service within the specified time

To be responsible for the PIU vehicle in case the damage is occurred due to the driver's fault.

Strictly follow the local rules and regulations on road traffic

Attend ADB safety and security training on driving before driving to the project sites

Attend ADB safety training on driving to the countryside, follow the rules and  regulations

Assist the PIU staff in photocopying, scanning and printing of project related documents; and

Perform ad hoc tasks in the PIU as assigned by the Project Coordinator.

-       High school certificate or above

Profession

-       Have a driver’s valid license with classification B

Experience

-       At least 5 years working experience as a driver with safe driving record for a company, international organization or donor funded project;  

Skills

-       Be proactive, initiative and enthusiastic

-       Have skills and experience to drive to rural areas. 

-       Have ability to do minor repairs of vehicle when required.

-       Have ability to work in a multi-cultural environment. 

-       Have effective time management skills. 

-       Excellent communication and interpersonal skills

Specific Requirements

-          Attendance in the Mechanics training is an advantage.

-          Basic English knowledge would be an advantage.
